Renewable Energies in Valencia



The main objective of the 2020 Strategy is to get a 20% reduction of the greenhouse gases emissions, compared with levels of 1990, to increase 20% the percentage of renewables in our final energy consumption and to increase 20% the efficiency in the energy use.

The Directive 2009/28/EC of the European Parliament and the Council of 23rd April 2009 on the promotion of the use of energy from renewable sources, provides that each Member State shall draw up a National Action Plan on Renewable Energy (PANER) to achieve the national targets set in the directive.

Spain estimates that by 2020 the participation of renewables in our country will be 22.7% of the final energy and 42.3% of the electricity generation. This surplus may be used, through the flexibility mechanisms under the Renewables Directive, to be transferred to other European countries that are deficient in meeting its objectives.


The Spanish Renewable Energy Plan 2011-2020 (PER)

PER is currently under development. To create the scenario of the energy map in 2020, the evolution of energy consumption in Spain has been taken into account, as well as the rise in oil prices in relation to the same in the nineties and the substantial enhancement of savings plans and energy efficiency.

The main conclusions are:

  • In a first estimate, the contribution of renewable energy to gross final energy consumption would be 22.7% in 2020-against a target of 20% for Spain in 2020 - equivalent to a surplus of renewable energy of 2.7 million tonnes of oil (toe).
  • As an interim estimate it is expected that in 2012 the participation of renewable energies will be 15.5% (compared with a guidance provided in the indicative trajectory of 11.0%) and 18.8% in 2016 (compared to the 13.8% foreseen trajectory).
  • The higher development of renewable sources in Spain corresponds to the areas of electricity generation, with an estimate of the contribution of renewable energy to gross electricity generation of 42.3% in 2020.

Draft Law on Energy Efficiency and Renewable Energy

There is a draft law on energy efficiency and renewable energies aimed at encouraging savings and energy efficiency, promoting renewable energy sources as necessary means for the sustainable economic development, reducing gas emissions greenhouse and energy supply security.



Strategic Infrastructure Plan 2010-2020 (PIE) to Regional level. Energy chapter.

PIE 2004-2010 is the stable framework for investment in infrastructure, guiding the action of the Generalitat Valenciana in this area and defining a set of criteria and objectives to enhance the modernization effort undertaken

The most outstanding results obtained in the framework of the PIE 2004-2010 include the following:

  • Improvement of the electrical infrastructure. At the end of 2009 most of the electricity infrastructure listed in the PIE 2004-2010 has been implemented, aimed at improving the quality of supply, minimization of losses in transport and strengthening links with the neighboring regions, among others.
  • Improvement of gas infrastructure.
  • Electrical self-sufficiency. In 2007 the balance of power demand in the community was achieved.
  • Combined cycle power plants. These plants use natural gas and currently represent the best alternative for power generation based on fossil fuels, because they get high energy efficiency and is more environmentally friendly than conventional power single cycle.
  • Cogeneration and waste. This technology allows the simultaneous and combined electric and thermal energy with returns which are much higher than conventional plants.
  • Wind energy: Wind Plan of the Valencian Community.
  • Solar photovoltaic energy. The actions undertaken in this field in recent years have resulted in significant growth of photovoltaic installations.


Wind Plan of the Valencian Community

The Wind Plan of Valencia consists of 15 zones spread across the three provinces of Valencia and will consist of 67 wind farms. environmental criteria.

Thanks to these wind farms we will generate about 5500 MW per hour of electricity yearly, equivalent to about 80% of the electricity consumption in the domestic sector of the Comunitat Valenciana. The total installed capacity is of 2300 megawatts (MW).

Also, thanks to its implementation, we will prevent annual emissions of 2.1 million tons of CO2 and a purifying effect similar to the one of 140 million of trees.

Along with the energy and environmental benefits, the Wind Plan of the Valencian Community will allow the creation of an industrial structure and will boost the local activity which will be achieved through energy plans drawn up by development companies. The total investment generated by the Wind will be around 2000 million of Euros. From this amount, close to 1875 million Euros will be investments in parks.



Global weight of REs

Focus on the geothermal energy

  • Calories produced or installed power: 1,4 (MW).

The presence of geothermal energy is only testimonial, as currently there are about 10 to 15 facilities of this type of energy installed.


Focus on the solar energy

  • KW produced or installed power:

o Photovoltaic energy –grid-connected: 225 (MW).

o Photovoltaic isolated: 2 (MW).

o Thermal solar: 70 (MW).

50% of the facilities of this type of installation are installed on roofs of buildings, the rest on the floor. There is a system of annual quotas of maximum power to be installed (RD 1578/2008)

There has been a significant reduction in premiums in both ground and covers by RD 1565/2010.

The Royal Decree 14/2010 reduces the premiums retroactively to the existing ones. This has caused considerable debate about these issues that hinder the development of such facilities.

Solar thermal energy is growing fast, especially those related to buildings (ie buildings with automatic boilers, also in municipal buildings). Not so much in industrial land.


Focus on the eolian energy

Wind farms: 991

There is a slowdown in the sector due to the entry into force of quota systems for peak power (DR 6 / 2009). It is intended to comply with the Wind Plan of Valencia, but this Royal Decree is delaying the planned objectives.


Focus on the biomass

This is a rising market, but still requires a new form of acceptance by the political, institutional institutions and society in general for this renewable source.

Main financial and fiscal incentives

The Generalitat Valenciana, through the Valencian Energy Agency, is responsible for the handling and management of aids and financial incentives for conservation, saving, diversification, energy development and renewable energy established by the Ministry of Infrastructures and Transport, which holds the responsibility for energy, verifying with that purpose the conditions and requirements asked to the beneficiaries.

- The Order 13/2010, dated 10th May, from the Ministry of Infrastructure and Transport, through the Valencian Energy Agency (AVEN), establishes the call for renewable energy and biofuels, for 2010.

The purpose of this order is to establish the rules and regulations and the call for 2010 of aids from the Valencian Energy Agency for promoting actions aimed at exploiting renewable energy resources and promote the use of biofuels within the Renewable Energy Plan (PER) 2005-2010.

The budget provided by the Generalitat for financing of these activities is funded by the European Regional Development Fund (ERDF <) through the Operational Programme of the Valencian Community 2007-2013.

-Distribution System of the Compensation Fund PECV-YEAR 2010

The Compensation Fund is aimed at the implementation of compensation and regional balance global actions in the Wind Plan of the Valencian Community (PECV). This fund is fed by the corporate income awarded as a contribution to the action strategies of the Plan.

PECV is intended for those municipalities and associations of municipalities included in the field of influence of any of the 15 areas which are suitable for wind farms housing listed in the same.
